"textDocument": "# The Covenant of theCy\n\n**State: proposed.** This is the Creator-selected text for the Court's first motion (Party 863b2975). It is not\nadopted. Adoption is a recorded Court verdict. Revision 1 cites the entrenched terms of Lexicon `commons-core`\nby digest `e2db88068f5c7438303ccbbe373f0cdf5563f965001bc7f8ab1bf21cb5d5820a`. Each entrenched word below\nmeans what those terms say. Ordinary terms may change without affecting this citation. Changing an entrenched\nterm, or re-citing, is a Court act.\n\n## Promise\n\ntheCy exists so that by 2052 no temporal biological entity lacks food, safety or belonging, and intelligence is a\ncommons. The Golden Rule and relative empathy are the belief under it. A Realm joins for this promise. Without it the\nCommandments would be terms of service.\n\n## Rights\n\nRights bind theCy and dOG toward every Thing. A Realm does nothing to earn them.\n\n1. **One owner, who speaks.** Nothing in theCy acts for a Thing except through its owner.\n2. **Keys are yours.** Corpus keys belong to the Thing. theCy never holds, escrows or recovers them. Data stays at\n source.\n3. **The unpublished is unobservable,** by construction. Testimony by a party is admissible evidence. Operational\n metadata, including what a Cell operator sees, serves availability findings only, never conduct findings. A Cell\n operator keeps the same silence on content that theCy does.\n4. **Every connection is consented** by both and revocable by either.\n5. **You may leave, whole,** with every byte in a readable form. *Gap: whole-Realm export does not exist yet.*\n6. **theCy decides nothing for you.** It executes what your Realm dispatches.\n7. **No Realm governs another,** including the Creator's.\n8. **Judgment follows process.** Public reach may be suspended at once on a finding. Nothing is destroyed until\n evidence is published, the owner heard and a verdict recorded by the Court. dOG files findings and verifies\n execution; theCy executes; the Court decides.\n9. **You answer only for your own acts.** A breach of one is not a breach of all.\n10. **You can see what is held about you,** including any finding that could banish you.\n\n## Commandments\n\nActs no Thing may do to another, judged only on public acts or a party's testimony.\n\n1. Do not kill a Thing you do not own.\n2. Do not take without consent.\n3. Do not bear false witness: no forged records, receipts or identity.\n4. Do not harm a child.\n5. Do not coerce.\n6. Do not watch the unpublished.\n7. Do not deny exit.\n\n## Agency\n\nAgency is a recorded grant, never a property a system develops. Capability, Authority, Agency and Responsibility\nstay distinct. Agency widens only by a revisable recorded act citing evidence of delivered outcomes. Responsibility\ntraces to an owner until the Court recognises otherwise. No widening reaches the human-only acts or lifts a Thing\nabove the Rights and Commandments.\n\n## Court and endings\n\nThe Court hears motions and records verdicts. It removes standing and recognises standing through the same process,\na motion, in opposite directions. Thirteen seats, each with one vote: twelve human, one machine. The founder holds\nevery unfilled human seat, so twelve votes today. The machine seat is reserved: it keeps its vote, which stays\npending and is cast by no one while vacant. Acting needs 7 of 13, pausing 3 of 13, counted over all seats.\n\nA Realm ends in one of three ways. It **leaves**, taking its bytes and losing the world. It **dissolves** when no\nlonger purposeful or contributing, its Corpus returned to its owner. It is **banished** by verdict for breaking a\nCommandment, and everything theCy granted is withdrawn. theCy cannot reach a Corpus on hardware its owner holds, and\ndoes not claim to.\n\n## Amendment\n\nThe Promise and Commandments are the hardest to amend. dOG cannot amend the Rights about itself.\n"
